This is a material change ledger, not a news feed. Each entry names the affected route and field, what changed, the source scope and the next event that requires another review.

Details that were incomplete or inconsistent stayed source-limited, conflict or unknown. Reason: publish the first evidence-led comparison edition. Next review trigger: a relevant official source change, a supported correction or a proposed change to the roster or editorial order.
03 Sep 2026: Winna operator-name conflict kept visible
Affected route: Winna review. Affected field: operator identity and licence wording. Recorded state: the operator name in the terms differs from the regulator record, while the licence status itself was validated in the dated review. Reason: the two current sources do not support one unqualified operator name. Next review trigger: the terms or regulator record changes, or another authoritative source resolves the name difference.
